Housing and homelessness: policy watch

Victorian Labor Government · Announced 9 September 2026

New rough-sleeping response

Status: announced; delivery and outcomes to be monitored.

The government announced a $24.8 million plan covering coordinated outreach, complex-care referrals, shared assessment systems and continuing support for youth homelessness centres. Housing First tenancy assistance is to reach an additional 1,000 people at risk of homelessness.

The 1,000 figure describes people receiving support, not newly built homes. The release also mentions a $27.8 million outreach investment; these figures are not combined here because their relationship is unclear.

What to track: implementation dates, housing placements, tenancy retention and changes in rough sleeping. Ending rough sleeping is the stated ambition, not an established outcome.
